Are Suntour forks really that bad?
The Suntour XCT fork comes on most entry level frames, and on a little more expensive ones, the XCM is standard. Are they honestly that bad for a beginner? They are for “leisure cross country” riding. They are utterly terrible and I honestly think you’d be better off learning on a rigid fork.

XCR is really similar to the XCM but is a lighter build, which, given the coil, functionally makes them very close. The XCT is almost a hybrid fork. The build is much less dialed, and it isn’t really meant for riding where the front wheel spends much time off the ground. That said, yes, they are all similar.
Is fork lockout important?
A lockout is nice, but in no way essential. A fork will only really pogo around a lot if you get out of the saddle and honk on the bars. If you stay seated and spin a smooth, 80RPM cadence you won’t get a lot of unwanted movement.
Is suntour a good brand?
The Suntour Axon is obviously a pretty damn good fork if top riders are racing with it and winning. If it was holding them back they would switch.

The wild card is SR Suntour. They make some really crap products, most of which are the products that people know about from stock entry level bikes. But in the last few years, they have started making some much better products that are very good.
